I think so. Napoleon instituted a standardized, nationwide public education system, and I think an ordinance requiring all provinces to provide primary education to children was passed in 1816 under Louis XVIII.

Theoretically, this system was established in Paris around 1792 or something, but only for boys and I think only for 2 years because there just wasn't any money. Need to look it up.

And people seemingly often finished school before 18 and started university at 16.

And I guess it wasn't common for people to stop school to work, then go back to studying after ten years of being out of a job. Unless of course, you were Valjean and ended up in the galleys and got an education there. Wonder how that must have been like.

I don't know...maybe this is just a bias grown out of my study of Philippine history, but 19th century Spanish friars did cane people, kids at least. Would the same thing have possibly happened in France?
